Penalties
If the vehicle owner does not submit proof by the due date, the vehicle's registration will be suspended and the owner will need to pay $100 to reinstate registration. The vehicle cannot be driven without registration. There is a minimum fine of $1,000 for driving a suspended vehicle.

Illinois Minimum Requirements for Auto Insurance Coverage
All Illinois drivers need to carry a car insurance policy that meets minimum coverage requirements in the state: $25,000 bodily injury liability per person and $50,000 per incident; $25,000 property damage liability coverage; and $25,000 uninsured/underinsured motorist bodily injury per person and $50,000 per incident.

The state monitors auto insurance status through the ILIVS. Drivers without coverage will be contacted by the Secretary of State and may face legal consequences.

Dealing With Unsuccessful Verification If You Can't Prove Insurance
If a vehicle owner's electronic verification is unsuccessful, the Secretary of State's office will send a written request to give the vehicle owner the opportunity to prove they have car insurance before suspending their vehicle registration.
How to Handle
  1. Vehicle owners must contact their auto insurance company or their auto insurance agent with the letter they received with a specific reference number from the Secretary of State.
  2. To have the registration suspension removed, the vehicle owner is required to obtain liability insurance and pay a $100 reinstatement fee.
Vehicle owners who are unable to prove insurance will face a license plate suspension.
If You Can't Prove Insurance
What Happens?
If you are stopped for a traffic violation or involved in an accident, a law enforcement officer may issue a traffic citation if you are unable to provide evidence of automobile insurance.
If convicted, your license plates will be suspended, and you may face the following fines:
  • Minimum fine of $500 for driving uninsured
  • Minimum fine of $1000 for driving a vehicle while the license plates are suspended for a previous insurance violation.
Your Policy Lapses or You Cancel?
Your insurance company is required to contact the Department of Motor Vehicles (DMV) to inform of your cancellation. However, making payments one time will help keep your policy in effect.

Illinois Insurance Verification System (ILIVS) FAQ
I have auto insurance. Do I have to do anything?
No. You don't have to do anything unless you receive a letter from the state and need to provide proof of coverage.
Will I need proof of insurance in other circumstances?

Keep proof of insurance with you at all items. There are many situations you may have to provide it.

Purchasing A Car:

Many dealers and lenders require proof of insurance before driving off the lot with a new purchase.

DMV:

May be requested during registration, renewals, and more.

Stopped on the Road:

Law enforcement may request proof of insurance or you may face hefty fines and other penalties.

Accident on the Road:

During a collision, you may be asked to provide your insurance card to law enforcement or the other driver.

How does the Secretary of State verify liability?
Simply, the Illinois Verification System (ILIVS) has a registry of your vehicle's VIN to their system and can confirm if that car is insured by matching your vehicle's VIN number to their system and verifying it has insurance.

Also insurance companies are mandated to notify the Illinois Verification System if any cancellations or car endorsements happen.
